TRANSFERS, ATHLETIC ELIGIBILITY, HEARINGS AND ATHLETIC INTENT:

The purpose of the special committee meeting was to discuss student/athlete transfers, the summer enrollment policy, and their effect on athletic eligibility.   Also, the committee discussed situations that merit an eligibility hearing.

A letter was received from Mr. Ted Pappas, President of the Keystone Shortway Athletic Conference and Principal of the North Clarion High School, requesting that the district committee discuss the “loop holes” in the “summer” transfer policy.

The concerns of the schools in the Keystone Shortway Athletic Conference were discussed at the August 15, 2001 committee meeting and for two hours at the special meeting on August 27, 2001.

For the district committee to conduct a hearing on a student’s athletic eligibility the request for the hearing must come from: the school district that is receiving the student, the school district that the student is transferring from, a PIAA member school, or by a motion passed by the district committee.

A student cannot transfer for “athletic intent.”  To declare a student ineligible because of athletic intent, a case must be presented that does not include “hear say” and rumors.

A motion was made by D.J. Bevevino and seconded by Tom Wagner instructing Chairman Hoover to write a letter to the District 9 Principals reviewing the PIAA policies concerning athletic intent, transfers, and hearings.  The motion carried.

As of August 27, 2001 no PIAA member school has requested a hearing concerning the eligibility of any athlete enrolled in a District 9 school.

A motion to adjourn was made by Jerry Linsenbigler and seconded by Jeff Jovenitte.  The motion carried.

Respectfully submitted,

Robert J. Tonkin

District 9 Secretary
