Re: 2010 District IX Basketball Championships
This information contains information and rules for the District IX Open Basketball Tournament. Please keep in mind that the purpose of the Tournament is to qualify the best teams in District IX for State Playoff Competition. We are asking Administrators of their schools’ athletic programs to carefully consider their records and their potential to compete in championship competition. The Tournament is open to any District IX P.I.A.A. member school and no team will be denied admittance because of won-lost records. Please check your classification above and make sure that it is correct. Copies should be made for Principal’s, AD’s, and Coaches as many of the questions they consider may have been answered in the information.
Here is some helpful information:
Tournament Type: A Girls, AA Girls, AAA Girls, A Boys, AA Boys, and AAA Boys
Eligibility: Open Tournament
Entries: All entry forms must be in the tournament director’s hands by 3:00 PM on Friday, February 12, 2010. Absolutely no entries will be accepted after the above date and time. Entries must be emailed. You will receive a confirmation email that it has been received. The entry must contain your assigned pin number. If you do not have your pin number, email me and I will email it back to you.

Entry Forms: They can be found on the District IX website, which is www.piaad9.org or in your email at the address you provided. They have been included in this mailing.
Communications: All communications will be between the District IX Basketball Chairman and the participating schools’ Principals and/or Athletic Directors. No coaches should be involved in communications.
Facilities: If your facility is available, manageable, and regulation court size to host a district playoff game, please indicate so on the form you are returning. The use of a P.I.A.A. member schools’ court will be up to the discretion of the tournament chairman.
Practice: A team may NOT practice on any site where they are scheduled to play, unless it’s their home court. Any exceptions to this rule will have to be approved by the Basketball Chairman.
School Personnel: Principals of competing schools or their designee should sit with their teams during the basketball competition.
Game Officials: Three P.I.A.A. registered officials will be assigned to each game by the District IX official’s representatives.
Game Manager: The District IX Basketball Committee will select a game manager. Game manager information and financial forms will be provided.
Pre-game meeting: The game manager will conduct a meeting 10 minutes prior to the start of a game. This meeting should include administrators, officials, coaches, AD’s, and cheerleader advisors.
Rules: All current P.I.A.A. rules will be in effect.
Admission Fees: For all District IX games. Adult $5.00, Student $2.00
Only District IX passes will be honored.
Pre-sale tickets: There will be no pre-sale tickets sold without the consent of the Basketball Chairman. Special tickets will be necessary.
Game Ball: A game ball will be provided by the PIAA providing it can be at the game site. (Girls, Baden – Perfection Elite BX6E, Boys – Baden – Perfection Elite BX7E) Both teams should have the above ball available if no game ball can be provided.
Uniforms: The home team (the higher seeded team) will wear light jerseys; the visitors will wear dark jerseys.
Locker rooms: They will be provided and assigned by the site and game manager for that particular game.
Awards: Individual plaques, for the district champion and runner up, will be presented at the Championship game in each class. Paperwork listing players, managers, statisticians, and coaches should be in the game manager’s hands ˝ hour before the start of the final game. The names should be in the order that awards are to be presented.
Procedure for postponement: The basketball chairman, game manager, site
manager, and administration from the participating schools will make the decision on postponement. The time of decision will be as early as possible before game and bus time.
Radio fees: Radio fees for District IX Basketball contests will be $75.00. All radio stations must contact the game site manager in advance or they will not be permitted to broadcast. If the game site is at Clarion University or Pitt Bradford, radio stations must also contact that university.
Entry Fees: Entry fees are $50.00 per team. You will receive a bill from Mr. Tonkin, Treasurer of District IX for all your winter entries. That will enable you to write one check for all. Please wait to pay till you receive that bill.
Seeding: All seeding results will be checked on Feb. 20 or 21, 2010. The results will be available by 6:00 PM or sooner if possible to the participating schools and media. No information will be provided until that time. All regular season games will count for seeding.
Game Locations: A and AA, All games through the quarter finals will be played on the home court of the higher seeded team, provided that the host school waives any rental charges for the use of their gym. The semi finals and finals will be played on neutral courts
AAA, All games through the semi-finals will be played on the home court of the higher seeded team. Finals will be played on a neutral court.
Seeding “A” and “AA”: The following criteria will be used. Winning percentage of regular season games. (12 contests with PIAA schools are required)
1. Winning %
2. Head to head
3. District IX power rating
4. Coin flip
NOTE: If more that two teams are tied after step #1, and steps 2 and 3 do not break the tie, then steps 2 and 3 will be reversed to break the tie and then it will revert back to “Head to Head” followed by “Power Rating” for the completion of the seeding.
Seeding “AAA”: The following criteria will be used.
1. District IX League Record
2. Head to head
3. District IX power rating
4. Coin flip
Seeding “AAAA”: Will compete with another District
Power Rating: The power rating will be as follows:
5 points for a win
2 points for playing a AAAA team
1.5 points for playing a AAA team
1 points for playing a AA team
.5 points for playing a A team
Rating will be determined by the total number of points divided by the number of regular season games.
